How the City handles requests: how fast they acknowledge and resolve, and two behaviours worth watching — requests acknowledged then left without a real staff reply, and requests closed and archived almost immediately (which blocks residents from reopening or commenting). "Who" on status changes is inferred from the staff member acting at that time.
